8月10日，国务院台湾事务办公室、国务院新闻办公室发表《台湾问题与新时代中国统一事业》白皮书，进一步重申台湾是中国的一部分的事实和现状，展现中国共产党和中国人民追求祖国统一的坚定意志和坚强决心，阐述中国共产党和中国政府在新时代推进实现祖国统一的立场和政策。在此转载由中国外文局翻译院、外文出版社梳理的重要表述（汉英对照），供业界及相关人士参考。
1.坚持“和平统一、一国两制”基本方针

Resolving the Taiwan question and realizing China’s complete reunification is a shared aspiration of all the sons and daughters of the Chinese nation. It is indispensable for the realization of China’s rejuvenation. It is also a historic mission of the Communist Party of China (CPC). The CPC, the Chinese government, and the Chinese people have striven for decades to achieve this goal.
3.中国共产党团结带领全国各族人民长期奋斗，如期全面建成小康社会、实现第一个百年奋斗目标，开启全面建设社会主义现代化国家、向第二个百年奋斗目标进军新征程。中华民族迎来了从站起来、富起来到强起来的伟大飞跃，实现中华民族伟大复兴进入了不可逆转的历史进程。这是中国统一大业新的历史方位。
The CPC has united the Chinese people and led them in fulfilling the First Centenary Goal of building a moderately prosperous society in all respects as scheduled, and in embarking on a new journey towards the Second Centenary Goal of building China into a modern socialist country. The Chinese nation has achieved a historic transformation from standing upright to becoming prosperous and growing in strength, and national rejuvenation is driven by an unstoppable force. This marks a new starting point for reunification.
4.世界上只有一个中国，台湾是中国的一部分的历史事实和法理事实不容置疑，台湾从来不是一个国家而是中国的一部分的地位不容改变。任何歪曲事实、否定和挑战一个中国原则的行径都将以失败告终。
We are one China, and Taiwan is part of China. This is an indisputable fact supported by history and the law. Taiwan has never been a state; its status as part of China is unalterable. Any attempt to distort these facts and dispute or deny the one-China principle will end in failure.
5.中国共产党始终是中国人民和中华民族的主心骨，是民族复兴、国家统一的坚强领导核心。
The CPC has always been the spine of the Chinese nation, exercising strong leadership in realizing national rejuvenation and reunification.
6.《中美建交公报》：“美利坚合众国政府承认中国的立场，即只有一个中国，台湾是中国的一部分”；“美利坚合众国政府承认中华人民共和国政府是中国的唯一合法政府。在此范围内，美国人民将同台湾人民保持文化、商务和其他非官方关系”。
China-US Joint Communique on the Establishment of Diplomatic Relations: “The Government of the United States of America acknowledges the Chinese position that there is but one China and Taiwan is part of China.” It also states: “The United States of America recognizes the Government of the People’s Republic of China as the sole legal government of China. Within this context, the people of the United States will maintain cultural, commercial and other unofficial relations with the people of Taiwan.”
7.《中华人民共和国宪法》：“台湾是中华人民共和国的神圣领土的一部分。完成统一祖国的大业是包括台湾同胞在内的全中国人民的神圣职责。”
Constitution of the People’s Republic of China: “Taiwan is part of the sacred territory of the People’s Republic of China. It is the inviolable duty of all Chinese people, including our compatriots in Taiwan, to accomplish the great task of reunifying the motherland.”
8.《中华人民共和国国家安全法》：“中国的主权和领土完整不容侵犯和分割。维护国家主权、统一和领土完整是包括港澳同胞和台湾同胞在内的全中国人民的共同义务。”
National Security Law: “The sovereignty and territorial integrity of China brook no violation or separation. Safeguarding national sovereignty, unity and territorial integrity is the common duty of all Chinese citizens, including Hong Kong, Macao and Taiwan compatriots.”
9.台湾是包括2300万台湾同胞在内的全体中国人民的台湾，中国人民捍卫国家主权和领土完整、维护中华民族根本利益的决心不可动摇、意志坚如磐石，这是挫败一切“台独”分裂图谋的根本力量。
Taiwan belongs to all the Chinese people, including the 23 million Taiwan compatriots. The Chinese people are firm in their resolve and have a deep commitment to safeguarding China’s sovereignty and territorial integrity, and the fundamental interests of the Chinese nation, and this resolve and commitment will frustrate any attempt to divide the country.
10.“一国两制”是中国共产党和中国政府为实现和平统一作出的重要制度安排，是中国特色社会主义的一个伟大创举。“和平统一、一国两制”是我们解决台湾问题的基本方针，也是实现国家统一的最佳方式，体现了海纳百川、有容乃大的中华智慧，既充分考虑台湾现实情况，又有利于统一后台湾长治久安。
The One Country, Two Systems principle is an important institutional instrument created by the CPC and the Chinese government to enable peaceful reunification. It represents a great achievement of Chinese socialism. Peaceful reunification and One Country, Two Systems are our basic principles for resolving the Taiwan question and the best approach to realizing national reunification. Embodying the Chinese wisdom— we thrive by embracing each other— they take full account of Taiwan’s realities and are conducive to long-term stability in Taiwan after reunification.
